A 45-year-old woman from Joondanna has been charged with 18 counts of animal cruelty following an investigation by the RSPCA WA. The charges stem from allegations that she neglected three adult Staffy crossbreed dogs and seven puppies, which were living in unsanitary conditions at a property in Gingin.
RSPCA WA inspectors intervened after receiving a report from a ranger in the Shire of Gingin in November 2022. The report raised concerns regarding the dogs’ living environment, which included uncollected faeces and spoiled food littered throughout the home.
According to RSPCA WA, the investigation indicated that the accused had left the dogs unattended in barricaded rooms for extended periods while she resided at another property in Perth. The conditions were described as deplorable, with significant amounts of rubbish, broken household items, and both fresh and caked-on faeces. The presence of insects, including maggots, further indicated a lack of proper care.
Veterinary examinations of the dogs revealed serious health issues linked to their living conditions. Many of the animals were found to be suffering from urinary tract infections and parasitic infections, conditions for which the accused had failed to seek veterinary treatment. Furthermore, one of the dogs displayed multiple untreated bite wounds, likely resulting from dog fights.
The charges are filed under sections 19(1), 19(3)(b)(ii), and 19(3)(h) of the Animal Welfare Act 2002. RSPCA WA alleges that the accused confined the dogs in a manner that caused unnecessary harm and that she failed to alleviate suffering that could have been mitigated through reasonable actions.
The maximum penalty for animal cruelty under this legislation includes a fine of up to $50,000 and a prison sentence of up to five years. The case is scheduled to be heard at the Midland Magistrates Court on 17 November 2023.
