Opposition MPs Demand Clarity on Kingston Council Monitors

UPDATE: Opposition MPs have urgently questioned the Victorian State Government’s decision to install municipal monitors to oversee Kingston Council. This move, confirmed on August 28, 2023, appoints John Tanner AM and an additional monitor until the end of 2025. Officials claim this intervention aims to ensure “good governance and support for council’s decision-making procedures.”

Liberal MP Ann-Marie Hermans raised concerns in Parliament, demanding to know if this measure is a “political tool” designed to “silence great councillors and steamroll contentious planning issues.” She emphasized the need for transparency, stating, “Monitors’ interventions like this are supposed to be justified and grounded in evidence.” Hermans expressed skepticism about the rationale behind these new positions, asserting, “I am pretty certain it is not to support the local community.”

The announcement of the monitors follows a significant public protest against development on the Rossdale golf course, which Kingston Council opposes. Similarly, a controversial proposal for 941 dwellings on the former Kingswood golf course has faced backlash from both the council and local residents.

In a heated exchange, Liberal MP Bev McArthur accused Local Government Minister Nick Staikos of “covertly weaponizing” his portfolio to exert control over councils that resist the Labor Party’s directives. McArthur noted that Kingston appears “well run” and does not require the minister’s so-called assistance, adding, “Their crime is: opposing cost-shifting and inappropriate development.”

On August 22, Minister Staikos defended the monitors, stating, “Victorians expect their councils to maintain a high standard of processes and practices, and these monitors will help the council best serve the Kingston community.” He outlined that the monitors would tackle issues like conflicts of interest, health and safety practices, and the dynamics between councillors and council officers.
