NSW Mini Casinos Profit Amid Controversial Hardship Exemptions

URGENT UPDATE: Three of the top ten most profitable clubs in New South Wales (NSW) are cashing in on controversial “hardship exemptions” from mandatory shutdown hours for poker machines. These clubs are operating with extended trading hours, exploiting a loophole designed to combat gambling harm during peak risk times.

The NSW government has revealed that 673 clubs and pubs, or 20 percent of all venues with poker machines, have received exemptions. Among these, 34 clubs are specifically benefiting from hardship claims, raking in tens of millions in revenue while others struggle.

In a shocking report released on December 1, 2025, it was disclosed that NSW residents lost a staggering $2.3 billion on poker machines in the second quarter of 2025, marking an alarming 8.7 percent increase from the previous year. The Independent Panel on Gambling Reform has called for the removal of these exemptions and a transition to “account-based” gaming, which would impose pre-determined loss limits and enhanced customer verification checks. NSW Gaming Minister David Harris has voiced concerns about the potential fallout from immediate reforms, comparing it to the disastrous deregulation of the taxi industry. “This will impact economically, financially, on communities right across the state,” he stated.
