Whittlesea Council Pushes Rapid Updates to Heritage Overlay Rules

UPDATE: Whittlesea Council has just announced plans to modernize its heritage overlay provisions, aiming for improved decision-making and streamlined planning permit processes. The council voted in favor of seeking authorization from the Minister for Planning to prepare and exhibit a planning scheme amendment, a critical move that could reshape how heritage sites are managed in the area.

This urgent amendment targets 73 properties, identified in a recent review that found 66 existing sites needing updated heritage citations and statements of significance, plus an additional seven sites requiring site-specific changes. No new sites will be added to the overlay, focusing entirely on enhancing existing heritage protections.

Mayor Martin Taylor emphasized the importance of this initiative, stating, “Heritage plays a vital role in Whittlesea’s identity, providing a lasting link to our rich cultural and natural history.” He added that the amendment will ensure that all parties, including developers and property owners, have access to the most accurate information, helping to inform decisions and streamline planning.

Once the planning scheme amendment is approved, affected property owners and occupiers will be invited to participate in a comprehensive community consultation process. This crucial step is designed to gather feedback and ensure the community is involved in preserving Whittlesea’s unique heritage.

The heritage overlay serves as the council’s main tool for conserving and enhancing places of natural and cultural significance, including farm complexes, churches, cemeteries, schools, bridges, and historic homes. As the council moves forward, the focus will remain on safeguarding these important sites while making the planning process more efficient.

Residents and stakeholders are advised to stay tuned for further announcements as the council prepares to engage the community in this significant update to heritage management. The proposed changes are expected to have a lasting impact on the preservation of Whittlesea’s rich history, making it vital for community members to voice their opinions.
