Local governments in Western Australia are expanding their roles beyond traditional responsibilities such as waste collection and parking enforcement. They are increasingly viewed as vital players in shaping local economies, supporting small businesses, and enriching cultural life through libraries, festivals, and community programs. This shift reflects a growing recognition of their influence across various aspects of civic life.

Rising Expectations for Accountability

As local governments navigate a landscape marked by recent headlines about council dissolutions and governance challenges, they face rising expectations from their constituents. The demand for accountability, transparency, and responsibility has become a hallmark of community engagement with all levels of government. Citizens now expect local councils to demonstrate value for money and ensure that the interests of residents are protected and enhanced.

To meet these expectations, local government officials must work harder to ensure they are heard and understood, especially at a time when public trust in institutions is waning. It is no longer sufficient to focus solely on administrative tasks such as collecting rates and approving building permits. Instead, local governments have the opportunity to advocate for their communities by influencing policy changes and fostering vibrant neighborhoods.

Addressing Key Community Issues

Local governments have a critical role to play in addressing pressing issues such as housing affordability, cost-of-living pressures, and climate change. They must also respond to generational shifts in the workforce and prioritize health and safety. While this figure may suggest voter apathy, it could also indicate a disconnect between councils and their constituents. Many residents may feel that decisions impacting their lives are made elsewhere, leading to a perception that local governments have limited influence over significant issues.

Bridging this gap is crucial for enhancing community engagement. Local governments must clearly demonstrate their value and importance to residents. This effort is especially vital for a sector that primarily relies on rates for funding, as it seeks to engage more meaningfully with higher levels of government regarding cost-sharing and collaborative goals.

The recent attention on local governments underscores their significance in the community. By harnessing this importance, local councils can drive positive outcomes for their constituents while addressing the challenges they face. As Professor Gary Martin, Chief Executive of the Australian Institute of Management WA, notes, this is both a challenge and an opportunity for local governments to redefine their roles and strengthen ties with the communities they serve.
