Johannes Zutt, Vice President for South Asia at the World Bank Group, concluded a significant five-day visit to Bhutan on November 9, 2025. His visit underscored the ongoing partnership between the World Bank and Bhutan, with an emphasis on supporting the nation’s ambitious development goals. During his time in Bhutan, Zutt toured the site of the proposed 1,125 MW Dorjilung Hydroelectric Power Project, which is poised to be the largest hydropower initiative in the country. This project is being developed under a Public-Private Partnership model and plays a crucial role in Bhutan’s strategy to enhance energy security, stimulate economic growth, and create jobs.
Zutt highlighted the transformative potential of the Dorjilung project, stating, “The Dorjilung hydropower project could be a game-changer, bringing together public and private investment to deliver clean energy, create jobs, and strengthen Bhutan’s fiscal resilience through energy exports.” He emphasized how the World Bank Group can mobilize resources across its institutions to drive substantial impact, not only for Bhutan but also for the broader South Asia region.
Meetings with Bhutanese Leadership
Throughout his visit, Zutt engaged with key figures in Bhutan’s leadership, including His Majesty The King Jigme Khesar Namgyel Wangchuck and His Majesty the Fourth King Jigme Singye Wangchuck. These discussions reaffirmed the World Bank Group’s commitment to supporting Bhutan’s economic and development aspirations. Zutt also met with Prime Minister Tshering Tobgay and Honorable Minister of Finance Lekey Dorji, reinforcing the collaborative efforts in addressing the country’s developmental needs.
Reflecting on his experience in Bhutan, Zutt expressed his admiration for the nation’s commitment to balancing economic growth with environmental stewardship. “I am delighted to return to this beautiful country and to have the opportunity to witness the Global Peace Prayer Festival,” he noted. “Bhutan has shown the world that it is possible to reduce poverty and boost economic growth while preserving nature and culture. We are proud to be part of this journey.”
Focus on Future Development
Zutt’s visit marked his first trip to Bhutan in his new role, having assumed the position of World Bank Vice President for South Asia on July 1, 2025. His previous experience includes serving as the World Bank’s Country Director for Bangladesh, Bhutan, and Nepal from 2013 to 2015. Accompanied by Jean Pesme, the World Bank Division Director for Bangladesh and Bhutan, Zutt’s visit aims to solidify ongoing support for Bhutan’s development agenda.
