Café Refuge has officially begun construction on its new permanent location at 2336 Harbor Blvd. in Costa Mesa, marking a significant transition from a mobile coffee cart to a dedicated coffee shop. The company, founded by husband-and-wife team Noi and Tiffany, aims to establish a space that reflects their mission-driven approach while honoring Noi’s heritage.
The journey to this point has not been straightforward. Plans for the new café were initially submitted to the Orange County Health Department in August 2023. After facing setbacks, including two rounds of revisions that did not receive approval, the project has finally received the green light to proceed with construction. This milestone represents a culmination of hard work and persistence for the duo, who started their venture as a pop-up concept.
Noi, a refugee from Lao, has a personal connection to the café’s mission. His father, a pilot who supported the American CIA, was captured but managed to escape, leading his family to the United States where they rebuilt their lives. This history is a driving force behind Café Refuge’s commitment to ethical sourcing and community support.
Recent updates shared on the café’s social media platforms highlight the progress of the project. This week, the owners announced the arrival of 50,000 customized cups, a significant milestone for branding and customer engagement. Last month, they showcased the delivery of their coffee roaster, an essential element for preparing their specialty coffees and teas.
Café Refuge’s core menu will feature a variety of specialty coffees and teas sourced from across Asia. Both Noi and Tiffany have traveled extensively through multiple Asian countries to meet farmers, ensuring that their sourcing practices are ethical and sustainable. They have also participated in roasting courses in Saigon and Chicago, further enhancing their expertise in coffee preparation and quality.
As construction progresses, the community eagerly anticipates the opening of Café Refuge, which promises to offer not only high-quality beverages but also a story rooted in resilience and cultural heritage.
