During the 2026 Mobile World Congress (MWC) in Barcelona, Huawei launched its Global Intelligent Public Service Solution, aiming to transform public services and city governance. This initiative is part of Huawei’s broader strategy to enhance digital governance through advanced technologies. The unveiling occurred during a series of events organized by Huawei’s Government Public Services Digitalization Business Unit (GPSD), including the Global AI+ Public Service Summit and the National Foundation Model Roundtable.
At the Global AI+ Public Service Summit, Jason Slater, Chief of Digital Transformation and AI at the United Nations Industrial Development Organization (UNIDO), emphasized the critical role of artificial intelligence in advancing public services. He highlighted that effective digital governance extends beyond technology deployment; it requires an inclusive and citizen-centered approach that fosters interoperability among systems.
The Huawei Global Intelligent Public Service Solution, presented by Saeed Xia, President of Huawei GPSD, is structured around a framework of “1 digital foundation + 1 intelligent platform + N industry applications.” This architecture is designed to offer scenario-centric, efficient, and high-quality public services. By rapidly orchestrating service items and integrating capabilities, the solution aims to streamline processes while remaining data-driven to enhance service delivery.
The system will incorporate “Chat-to-Process” capabilities, enabling smart decision-making and efficient service handling. Chomparee Chompurat, Deputy Permanent Secretary of Thailand’s Ministry of Digital Economy and Society, noted that Thailand is progressing towards an AI-enabled government. He stated that the country is leveraging a robust “Cloud First” infrastructure and responsible AI integration to provide secure, citizen-centric services, positioning Thailand as a trusted digital hub in the ASEAN region.
The National Foundation Model Roundtable held during the event gathered over 20 government and industry experts from Europe, Asia Pacific, the Middle East, and Africa. Participants engaged in discussions on AI-enabled national transformation and the construction of AI data centers. Huawei shared its expertise in foundational model applications and AI infrastructure, seeking collaborative pathways for localized implementation of intelligent transformation.
In a session on “AI+ One-Stop Public Services,” Yu Jinxiao, Overseas Technical Director of Linewell, discussed the significant advancements in service delivery enabled by AI technology. He noted that the transition from “functional and accessible” to “effortless and intelligent” has resulted in a dramatic reduction in form-filling time by 80% to 90%, while boosting efficiency by two to three times through intelligent interactions.
Looking ahead, Yang Xuqing, Chief Technology Officer of iSSTech, suggested that future smart cities will rely on an AI hub to create a “City Super App Portal.” This portal could effectively tackle challenges such as flood control and streamline economic development processes, potentially halving project cycles.
Currently, AI is fundamentally reshaping public services and the development of intelligent cities around the globe. Huawei remains committed to fostering its digital technology foundation and enhancing collaborations with partners to drive the widespread implementation of intelligent public services and city governance.
