GUANGZHOU, China, March 9, 2026 – During a recent open meeting at the Fourth Session of the 14th National People’s Congress in Beijing, the Guangdong provincial delegation outlined its ambitious goals and responsibilities for the upcoming 15th Five-Year Plan period. The event attracted 277 journalists from 111 media outlets, including 61 international organizations, signaling significant interest in the province’s development trajectory.
The meeting, chaired by Huang Chuping, Chairman of the Standing Committee of the Guangdong Provincial People’s Congress, featured key insights from Huang Kunming, Secretary of the CPC Guangdong Committee, and Meng Fanli, Governor of Guangdong. Their remarks came after guidance from Chinese President Xi Jinping during his November 2025 visit to the province, where he emphasized the need for Guangdong to lead in national development.
In his address, Huang Kunming shared the province’s vision for the year, focusing on four critical areas: strengthening the foundations of industry and technology, advancing reform while adhering to the mass line, expanding into county-level areas and the maritime sector, and energizing enterprises and talent. He highlighted Guangdong’s status as a leader in regional innovation, noting that the province has ranked first in innovation capability for nine consecutive years.
Despite facing various challenges, the nine mainland cities within the Guangdong-Hong Kong-Macao Greater Bay Area reported a 4.4% increase in foreign trade and an 11.3% rise in actual foreign capital utilization. These figures illustrate the resilience of Guangdong’s economic landscape and the growing strength of “Guangdong-made products” both domestically and internationally.
As the province prepares for the 15th Five-Year Plan, Guangdong aims to foster industrial clusters worth hundreds of billions or trillions of yuan in emerging sectors such as 6G, the low-altitude economy, embodied artificial intelligence, and quantum technology. Huang Kunming invited media professionals to explore the province’s strengths, enjoy its cuisine, and experience the unique charm of the Lingnan region.
In response to inquiries from journalists, particularly from Macau, Huang emphasized the strong collaborative relationship between Guangdong and Macau, noting that both the “hardware and software” foundations have matured significantly. He encouraged individuals, especially the youth from Macau, to consider opportunities in Hengqin for starting or expanding businesses.
Governor Meng Fanli underscored Guangdong’s position as China’s largest manufacturing hub. He outlined the province’s commitment to accelerating the high-quality development of the service sector during the 15th Five-Year Plan. This initiative will focus on six key dimensions: integration, high-end advancement, digital intelligence, green development, internationalization, and diversification.
Additionally, the province is set to cultivate an industrial ecosystem that promotes sustainable growth in services, enhance investments in service industries, and develop world-class industrial parks supported by diverse platforms and carriers.
The interactive session lasted for 1.5 hours, during which delegates addressed various pressing topics regarding Guangdong’s future. Their responses reflected a strong determination and confidence in the province’s trajectory as it embarks on the 15th Five-Year Plan, showcasing Guangdong’s readiness to take on greater responsibilities on both a national and international scale.
