The City of Sydney has announced a review of its recently revised busking rules, following significant backlash from local musicians who expressed feelings of “confusion and frustration.” The updated busking code, which was implemented on August 25, 2023, restricted performers to designated areas, particularly along George Street from Circular Quay to Haymarket, with only six exceptions. Previously, buskers were free to perform throughout the city, provided they maintained safety standards.
New regulations limited performances to one hour per day on a first-come, first-served basis, leading many artists to voice their disappointment regarding the diminished opportunities. Sydney Lord Mayor Clover Moore acknowledged the backlash, stating that communication with the busking community had not been clear, contributing to the confusion surrounding the changes.
Review Process to Enhance Busking Opportunities
In response to the outcry, Moore confirmed plans to review the controversial policy. She stated, “Over the last couple of weeks, I’ve heard all of the feedback from buskers and their supporters.” The review aims to increase the number of busking locations along George Street and to allow low-impact performers to play for longer than the currently imposed one-hour limit.
As part of the review, the Sydney council will engage with Transdev, the operator of the light rail on George Street, to assess any potential safety implications of the proposed changes. “This review should fully consult Sydney’s busking community, including through social media and face-to-face meetings,” Moore added. She emphasized the importance of providing buskers with opportunities to suggest new locations and adjustments to the existing arrangements.
Community Feedback and Future Implications
The recent changes to the busking code have sparked disappointment among many artists, who believe the restrictions undermine the vibrant street performance culture in Sydney. The decision to limit performances has been characterized as “disappointing” by a local musician who lamented the loss of access to popular venues for emerging artists.
Following the review, the council will reassess the new rules to ensure effective communication and consultation with all stakeholders. The objective is to enhance busking opportunities across the city as swiftly as possible, allowing for a more inclusive environment for musicians and performers.
As the review progresses, the City of Sydney aims to strike a balance between public safety and the artistic expression that buskers bring to the urban landscape.
