The Hong Kong University of Science and Technology (HKUST) has announced the reappointment of Dr. the Hon. Andrew Liao Cheung-Sing as Chairman of the University Court. This decision was made by Mr. John Lee Ka-Chiu, Chief Executive of the Hong Kong Special Administrative Region and Chancellor of HKUST. Dr. Liao’s new term will commence on March 6, 2026, lasting three years.
Under Dr. Liao’s guidance, the University Court is expected to continue providing strategic insights that will aid in the development of HKUST. His leadership is crucial in furthering the institution’s fundraising initiatives, which are essential for enhancing HKUST’s international standing and academic leadership.
Dr. Liao’s Leadership Journey
Dr. Liao has been at the helm of HKUST Court since March 2023. Prior to this, he served as Chairman of the University Council from 2015 to 2023, a period of eight years during which he displayed remarkable foresight. He was instrumental in developing the “Unified HKUST, Complementary Campuses” framework, which led to the establishment of HKUST (Guangzhou). This significant milestone has strengthened the university’s presence within the Guangdong-Hong Kong-Macao Greater Bay Area, aligning with national objectives to cultivate high-end innovative talent.
His tenure has not only been marked by strategic development but also by a commitment to promoting the humanities and creativity. Dr. Liao oversaw the inauguration of Shaw Auditorium at the Clear Water Bay campus in 2021, which serves as a premier venue for cultural and artistic activities.
In reflecting on his reappointment, Dr. Liao expressed gratitude for the trust placed in him, emphasizing the importance of strategic advice in HKUST’s ongoing evolution. He noted, “Over the years, I have witnessed—and had the privilege to take the lead in—HKUST’s transformation from an outstanding local institution into a research university with a global outlook and a strong sense of national responsibility.”

Prof. Nancy Ip, President of HKUST, welcomed Dr. Liao’s reappointment and recognized his substantial contributions to the institution. She stated, “Dr. Liao has long been dedicated to HKUST’s development, making substantial and enduring contributions. His wealth of experience, strong networks, and exceptional leadership have empowered HKUST to seize opportunities and navigate challenges with vigor.”
