The morale of the Australian Defence Force (ADF) is facing significant challenges as the number of senior officers continues to rise, leading to feelings of dissatisfaction among lower-ranked personnel. Recent data reveals that since 2023, nearly 30 new positions have been created at the highest levels of the ADF. By December 1, 2025, there will be a total of 248 full-time star-ranked officers, which include ranks such as Commodore, Brigadier, and Air Commodore. This creates a striking ratio of one senior officer for every 247 other personnel in full-time military positions.
Concerns about the ADF’s structure have been echoed by former defence department official Michael Shoebridge, who described the organization as “chronically top heavy.” The imbalance between senior officers and regular personnel has contributed to feelings of demoralization among the lower ranks, who often feel they lack responsibility and autonomy. This situation comes against a backdrop of broader issues, including a struggle to attract and retain new recruits, as well as ongoing dissatisfaction with the military’s honours and awards system.
A Senate inquiry in 2022 highlighted these concerns, with veterans and advocates calling attention to a “broken two-tier” medals system. They claimed that senior officers without battlefield experience were able to receive prestigious awards, while many frontline soldiers faced arduous processes to gain recognition for their service. This disparity was further exacerbated by the controversial decision made by Angus Campbell, the former Chief of the ADF, to strip the Meritorious Unit Citation from approximately 3,000 veterans due to alleged war crimes. The decision ignited outrage in the defence community, although it was later overturned by the previous government.
Adding to the tension, General Campbell himself was awarded a Distinguished Service Cross despite not having served in combat roles in Afghanistan. Such actions have amplified feelings of injustice among veterans and current service members, further complicating the morale crisis within the ADF.
Comparative data from other nations illustrates the ADF’s unique challenges. In 2023, the United States had a ratio of one star-ranked officer for every 1,526 personnel, while the United Kingdom had one for every 1,252. The ADF’s current ratio of 1:247 starkly contrasts with these figures and underscores a systemic issue that many believe needs urgent attention.
As leaders within the ADF grapple with these challenges, the focus remains on restoring balance and ensuring that lower-ranked personnel feel valued and recognized. The path forward requires addressing the structural issues and fostering a culture of fairness and accountability within the ranks. Only through such measures can the ADF hope to regain the trust and morale of its members.
