Philadelphia Restaurant Cited for Multiple Health Violations

The Philadelphia Department of Health conducted a routine inspection of Bubbakoo’s Burritos on July 18, 2025, revealing several significant health code violations. The inspection, which took place from 12:00 PM to 1:40 PM, focused on the restaurant’s adherence to local health regulations, particularly concerning cleanliness and food safety.

Inspectors noted multiple areas of concern during their visit. One major violation was the absence of a designated person in charge who possessed the required Food Establishment Personnel Food Safety Certificate. This certificate is mandatory for at least one employee to be present during business hours to ensure compliance with health standards.

Among the specific violations, inspectors observed food employees failing to wash their hands before donning single-use gloves. Additionally, food was improperly stored in a sink designated solely for handwashing, which also contained food residue and lacked soap for proper hand hygiene.

The condition of kitchen equipment was also a concern. Inspectors found that both the can opener and cutting board required thorough cleaning, while beef and chicken were not maintained at the safe temperature of 135°F or above. Several ready-to-eat items lacked proper date labeling, raising potential food safety risks.

The inspection report highlighted other cleanliness issues as well. Employees were seen without appropriate hair restraints, and food debris accumulated in various areas of the food preparation space. The walk-in freezer showed signs of neglect, including dust and ice buildup, and the storage area was not properly maintained, with brooms and dustpans stored haphazardly.

Follow-Up Inspection Required for Compliance

As a result of these violations, Bubbakoo’s Burritos has been directed to make necessary corrections to achieve compliance. The Department of Health will conduct a follow-up inspection to assess whether the establishment has addressed the cited issues. The restaurant has 30 days to apply for the Food Establishment Personnel Food Safety Certificate. Failure to do so may result in an intent to cease operations order, potentially leading to permit revocation or legal action by the health department.

This inspection serves as a reminder of the ongoing importance of food safety and hygiene in the restaurant industry, emphasizing the need for establishments to adhere strictly to health regulations to protect public health.
