Port Phillip Council Pushes for Jet Ski Ban Near St Kilda Pier

The City of Port Phillip is advocating for enhanced safety measures along its coastline, particularly near St Kilda Pier. During a meeting held on December 3, 2025, the Council unanimously approved a Notice of Motion aimed at protecting swimmers and beachgoers from the dangers associated with Personal Watercraft (PWCs), including jet skis. This initiative follows alarming findings from coroner reports and an increase in near-miss incidents, demonstrating the urgent need for stronger safety protocols.

In its resolution, the Council is requesting that the Victorian Government establish permanent exclusion zones extending 200 metres from beaches. This proposal includes targeted education for PWC licence holders and increased patrols and enforcement of safety regulations. The measures are intended to apply not only to St Kilda Pier but also to beaches across Elwood, Middle Park, South Melbourne, Port Melbourne, and Sandridge. Additionally, the Council is advocating for a ban on PWCs launching from the St Kilda Motor Boat Marina ramp.

The Council has already taken action by submitting a formal request to the Victorian Government through its Engage Victoria process and has communicated directly with the Minister for Environment and Outdoor Recreation about these safety concerns.

This advocacy has garnered significant media attention. Mayor Alex Makin discussed the issue on ABC Radio on December 4, 2025, with a follow-up news story highlighting the Council’s efforts. Councillor Serge Thomann also participated in discussions on 3AW, further underscoring the community’s concerns. Makin is scheduled for an upcoming interview regarding the proposed exclusion zone for an ABC TV 7.30 report focusing on jet ski-related issues.

The Council’s commitment to this initiative reflects a proactive stance on community safety, responding to growing apprehensions revealed by coroner findings and incident statistics. As urban beaches continue to attract increasing numbers of visitors, the Council emphasizes the need for swift regulatory reform. They welcome collaboration with Transport Safety Victoria, Parks Victoria, and Victoria Police in implementing these crucial improvements.

With safety as a top priority, the Council aims to ensure that public spaces remain enjoyable and secure for all beach users. The ongoing advocacy efforts are designed to foster a safer environment for everyone who frequents these popular coastal areas.
