A new report from the UN Human Rights Office has raised alarming concerns regarding acts of ethnic cleansing in both Gaza and the West Bank. Released on October 31, 2025, the report covers the period from November 1, 2024 to October 31, 2025. It details a pattern of intensified violence and forced displacements that appear aimed at permanently displacing Palestinians from these occupied territories.
The document highlights significant attacks on civilian populations, systematic destruction of neighborhoods, and denial of humanitarian assistance as part of a broader strategy to alter the demographic landscape of Gaza. It notes, “intensified attacks, the methodical destruction of entire neighborhoods and the denial of humanitarian assistance appeared to aim at a permanent demographic shift in Gaza.” The report outlines the chilling statistic of at least 463 Palestinians, including 157 children, who have died from starvation in the Gaza Strip, attributing this humanitarian crisis to actions taken by the Israeli government.
In addition, the report asserts that the ongoing famine and malnutrition are direct consequences of Israel’s blockade, which restricts both humanitarian aid and resources. The use of starvation as a method of warfare is classified as a war crime, potentially escalating to crimes against humanity or genocide if conducted systematically against a specific group.
Conditions in Gaza and the West Bank
In Gaza, the situation has deteriorated significantly. The report documents widespread civilian casualties resulting from military actions, with evidence suggesting that Israeli forces may have intentionally targeted civilians and civilian infrastructure. Such actions, the report emphasizes, could constitute war crimes.
The findings extend beyond Gaza, detailing similar patterns of abuse in the West Bank, including East Jerusalem. The report describes the unlawful use of force by Israeli security forces, arbitrary detention, torture, and the extensive demolition of Palestinian homes. These actions, it argues, are employed to control and dominate the Palestinian population.
The report also touches on the situation regarding hostages held by Hamas and other Palestinian armed groups since the events of October 7, 2023. It references testimonies from released hostages about severe mistreatment, including sexual violence, torture, and deprivation of basic needs. In total, 79 Palestinians reportedly died in Israeli detention during the reporting period.
Calls for Accountability and Action
The UN report paints a picture of a “pervasive climate of impunity” concerning violations of human rights and international humanitarian law by Israeli authorities. It stresses the lack of accountability within the Israeli justice system for these violations, emphasizing that without addressing these issues, true justice for victims remains unattainable.
Among its recommendations, the report urges all nations to halt the sale and transfer of arms to Israel that may contribute to these violations. It also underscores the need for accountability as a foundation for rebuilding Gaza and restoring order.
UN High Commissioner for Human Rights Volker Türk stated, “Impunity is not abstract – it kills. Accountability is indispensable. It is the prerequisite for a just and durable peace in Palestine and Israel.” The report concludes by calling for immediate participation of Palestinians in governance structures to shape the reconstruction efforts in Gaza, reinforcing the urgency for action as the international community continues to grapple with the ongoing crisis.
