Belarus and Iran Forge Stronger Ties with 12 New Agreements

During an official visit to Minsk on March 6, 2024, Iranian President Masoud Pezeshkian and Belarusian President Alexander Lukashenko signed 12 cooperation agreements aimed at strengthening bilateral ties, particularly in the face of ongoing United States sanctions. This visit marks a significant step in enhancing relations between Belarus and Iran, with both nations expressing commitment to long-term collaboration across various sectors.

The signed agreements encompass a wide range of areas, including politics, international law, health, pharmaceuticals, industry, environment, tourism, art, media, free trade zones, industrial and special economic zones, and investment. Officials from both countries emphasized that these documents lay the groundwork for sustained bilateral cooperation.

Significant Outcomes and Future Plans

President Pezeshkian characterized the visit as a pivotal moment in Iran’s relationship with Belarus, stating that “relations with Belarus are being pursued at the highest possible level.” He elaborated on the absence of restrictions from the Islamic Republic on strengthening ties, assuring that both sides are dedicated to implementing the 2023–2026 cooperation roadmap.

Key initiatives discussed included joint investments, enhanced customs cooperation, and an increase in both goods and passenger transit. Pezeshkian also advocated for stronger media and cultural exchanges to foster a genuine understanding of each nation among their citizens.

At a joint press conference, Pezeshkian was forthright in his criticism of the United States and its European allies, accusing them of attempting to impose unilateralism and dictate foreign relations. He asserted that these actions have not been acceptable to either Iran or Belarus and reaffirmed the belief that both countries can successfully navigate sanctions through determined collaboration.

In response, Lukashenko praised Iran as a reliable partner and expressed interest in discussing various topics of mutual interest. He extended his regards to Iran’s Supreme Leader Ali Khamenei, indicating a desire to elevate diplomatic relations to their highest potential.

Multilateral Cooperation and Global Context

Both leaders underscored the significance of multilateral organizations such as the Eurasian Economic Union (EAEU), the Shanghai Cooperation Organization (SCO), and BRICS as platforms for enhancing cooperation beyond Western-led frameworks. This approach reflects a strategic pivot for both nations, seeking to bolster their economic and political resilience in a challenging global landscape.

Pezeshkian also expressed gratitude for Belarus’s support against what he described as “aggressive attacks” from the “Zionist regime and the United States” on Iranian territory and peaceful nuclear facilities. He characterized these actions as violations of international law and the UN Charter.

The agreements signed during this visit signify a bold step for both Belarus and Iran, as they work to fortify their partnership despite external pressures. The outcomes of this collaboration will likely extend beyond mere agreements, potentially impacting regional dynamics and international relations in the coming years.
