Britain Imposes $2M Fine on Porn Site for Age Verification Failures

The British media regulator, Ofcom, has fined AVS Group Ltd, the operator of 18 adult websites, £1 million (approximately $2 million) for failing to implement effective age verification measures. This penalty marks the largest fine issued under the Online Safety Act, which came into effect earlier in 2025 and aims to protect children and vulnerable individuals from harmful content online.

Ofcom stated that the fine was imposed not only for the inadequate age checks but also for an additional £50,000 due to AVS’s failure to respond to information requests during the investigation. In response to inquiries from Reuters, AVS Group did not provide a comment regarding the fine.

Background of the Online Safety Act

The Online Safety Act has been a source of controversy, with critics arguing that it could infringe on free speech and disproportionately target US tech companies. As part of its ongoing efforts, Ofcom has been examining compliance among various online services, focusing specifically on adult websites with significant traffic in the UK.

This penalty against AVS is the third fine issued under this new regulatory framework, following a £20,000 fine against the US internet forum site 4chan in October. Ofcom began investigating AVS in July, as part of its broader initiative to ensure that adult websites adhere to stringent age verification protocols.

Implications for AVS Group Ltd

Ofcom has indicated that the financial penalties could escalate further. If AVS does not implement effective age checks within 72 hours, the company could face an additional penalty of £1,000 for each day it remains non-compliant.

“We continue to investigate other services’ compliance with age check requirements and will take action where necessary,” Ofcom stated in a recent announcement. This ongoing scrutiny underscores the regulator’s commitment to enforcing the provisions of the Online Safety Act and ensuring that adult content is not accessible to minors.

The significant fine levied against AVS Group Ltd serves as a warning to other online platforms about the importance of robust age verification processes. As the landscape of online content continues to evolve, regulatory bodies are poised to enforce compliance vigorously to safeguard younger audiences from inappropriate material.
