Germany has announced plans to resume arms sales to Israel, a decision contingent upon the maintenance of a ceasefire and the provision of humanitarian aid in Gaza. This move ends a suspension that began in August, which was implemented due to growing public pressure regarding the conflict in the region.
The German government confirmed on November 24, 2023, that it would lift the arms export suspension, shifting back to a case-by-case review of future sales. While some arms exports were halted, others deemed essential for Israel’s defense against external threats were still permitted. A spokesperson for the government stated, “The ceasefire between Israel and Hamas is the basis for this decision, and we expect everyone to abide by the agreements that have been made.”
The spokesperson further emphasized the importance of large-scale humanitarian aid and a structured process for its delivery, stating, “This means that humanitarian aid is provided on a large scale and that the process continues in an orderly manner, as agreed.” Germany’s commitment to supporting a sustainable peace between Israel and the Palestinians remains firm, with a focus on a two-state solution and reconstruction efforts in Gaza.
Historically, Germany has been one of Israel’s most steadfast allies, a policy rooted in the historical context of the Nazi Holocaust. This relationship is often referred to as the “Staatsraison.” German Chancellor Friedrich Merz faced significant criticism from within his own political party for the initial suspension of arms deliveries, which he attributed to Israel’s plans for expanded military operations in Gaza.
According to data from the Stockholm International Peace Research Institute, Germany accounted for approximately 30 percent of Israel’s major arms imports between 2019 and 2023. This included naval equipment such as the Sa’ar 6-class frigates, which have been actively deployed during the ongoing conflict in Gaza.
In response to Germany’s decision to lift the export suspension, Israeli Foreign Minister Gideon Saar expressed his appreciation on X, urging other nations to consider similar actions. He stated, “I call on other governments to adopt similar decisions, following Germany.”
German Foreign Minister Johann Wadephul described the decision as both “responsible and correct,” noting that the ceasefire appears sustainable at this time. The international community continues to monitor the situation closely, as the dynamics surrounding arms sales and humanitarian aid play a crucial role in the ongoing conflict and potential resolution efforts.
