The long-awaited rezoning decision for Newcastle has been finalized, allowing for a significant urban development project. The New South Wales (NSW) government has approved a masterplan for Broadmeadow, a suburb located just three kilometres west of Newcastle’s central business district. This initiative aims to create an additional 20,000 homes and 15,000 jobs over the next 30 years.
Broadmeadow encompasses a 313-hectare area that will be transformed to enhance the city’s housing, commerce, and employment opportunities. The rezoning announcement opens the door for planning on state-owned land, which could facilitate the construction of approximately 3,200 new homes and generate around 2,350 construction jobs. Notably, between 5% and 10% of this development is designated for affordable housing.
Infrastructure and Community Impact
The rezoning plan includes four government-owned sites in Broadmeadow, which will feature pedestrian links, green spaces, and improved transport connections. The Hunter and Central Coast Development Corporation has been appointed as the delivery agency for this ambitious project. It will work collaboratively with the City of Newcastle and relevant state agencies to prepare an infrastructure delivery plan for the rezoned land.
The announcement comes after more than a year of community anticipation regarding the draft masterplan, which was made public for feedback in 2022. “People have been waiting a long time for clarity around this site. The community has been calling for certainty and that’s exactly what we’re delivering today,” said Yasmin Catley, Minister for the Hunter.
Earlier in 2023, the Property Council had urged the government to expedite progress on the project, emphasizing the need for rezoning, infrastructure investment, and a dedicated delivery agency. Following the state’s recent announcement, Nuatali Nelmes, regional director of the Property Council for the Hunter and Central Coast, remarked that this decision represents “the early momentum for which we’ve been advocating so strongly.”
She added, “It’s a strong signal from the NSW Government that it’s ready to get on with delivery.” As planning moves forward, local residents and stakeholders remain optimistic about the potential benefits this development will bring, including enhanced housing options and job opportunities in the region.
