Recent long-range missile strikes and drone attacks by Russian forces have raised alarm as they increasingly target civilian areas in Ukraine. Volker Türk, the United Nations High Commissioner for Human Rights, expressed his profound concern regarding these developments, particularly highlighting the impact on civilians in Ternopil, a city located hundreds of kilometers from the frontline.
Escalating Attacks and Civilian Impact
On the morning of December 4, 2023, the situation in Ternopil underscored the brutal reality of ongoing hostilities. Türk noted the alarming number of civilian casualties resulting from the attacks, which specifically appear to target energy infrastructure. These strikes coincide with the onset of winter, further complicating the lives of civilians already facing challenges related to power outages and disruptions to heating and water supply.
This latest assault marks the sixth large-scale attack documented by Türk’s office in less than two months. Such a pattern raises significant concerns regarding compliance with international humanitarian law, which protects civilians and civilian infrastructure during armed conflicts.
Call for Accountability and Immediate Action
Türk emphasized that the repeated violations of the fundamental principles of international humanitarian law, including distinction, proportionality, and precaution, warrant urgent and thorough investigation. “Civilians and civilian infrastructure are clearly protected under the laws of war,” he stated, calling for an independent inquiry into these incidents.
He urged the Russian Federation to cease its military operations against Ukraine and to withdraw all armed forces from Ukrainian territory. Furthermore, Türk reiterated the obligation of the Russian government to adhere to international law, including the binding orders of the International Court of Justice and the principles established in the UN Charter.
