ACT Government Embraces AI to Enhance Planning Approvals Process

Planning officials in the Australian Capital Territory (ACT) are exploring how to incorporate artificial intelligence to enhance the accuracy of development assessments and expedite planning approvals. During a Property Council summit on March 7, 2024, ACT Chief Minister Andrew Barr highlighted the potential for AI to significantly improve the planning process across the region.

Mr. Barr emphasized that AI is already being utilized by planning and assessment agencies throughout Australia. He stated, “There is a real opportunity for the ACT to accelerate our capacity through the appropriate use of the technology.” The government aims to increase productivity in the housing and construction sector in order to meet “ambitious, but achievable” targets for new homes.

The Chief Minister noted that improving the planning processes is a shared responsibility between the government and the industry. He acknowledged, “The next few years will test our capacity to plan well, to build well, and to act with urgency.” He stressed the need for reforms that are practical and sustainable, ensuring that progress is not hindered by endless cycles of review.

Plans for Lease Variation Charges and Urban Development

In addition to discussing AI’s role, Mr. Barr outlined forthcoming changes to the lease variation charges (LVC) system, which governs alterations to property leases. These changes aim to encourage the adaptive reuse and redevelopment of older buildings, particularly in the ACT’s central business district (CBD).

“There are monolithic buildings with limited suitability for adaptive reuse,” Mr. Barr stated. The government is seeking innovative solutions for these sites, indicating that LVC will serve as a tool to facilitate unique outcomes. He expressed a vision for the CBD to evolve into a vibrant mixed-use area, encompassing entertainment and residential spaces.

Moreover, the government plans to introduce lease variation charge remissions to promote affordable and social housing. Developers who contribute to public infrastructure upgrades could benefit from these remissions. Mr. Barr explained, “This will mean that proposals with genuine contributed assets that take pressure off the government’s capital program could be eligible for a remission on their LVC.”

The government is also considering time-limited adjustments to the LVC system aimed at fostering “missing middle” housing options, such as duplexes and townhouses. This type of housing is expected to be a priority in the coming months, as Mr. Barr seeks to address the pressing need for diverse housing solutions.

Industry Response to Proposed Changes

The Property Council ACT welcomed Mr. Barr’s announcements regarding changes to the lease variation charges. Executive Director Ashlee Berry expressed optimism, stating, “Real movement on LVC is long overdue. A fairer and more transparent system will unlock stalled projects and get more homes out of the ground in the ACT.” She emphasized that the current LVC system has been a barrier to viable projects.

Berry further noted that if the proposed changes deliver the transparency and balance requested by the industry, there would be a noticeable increase in the number of homes being built, reducing the number of projects stuck in the pipeline.

As the ACT government moves forward with these initiatives, it remains to be seen how effectively AI can contribute to streamlining planning processes and whether the proposed reforms will successfully address the region’s housing challenges. The next steps will be crucial in determining the trajectory of urban development in the ACT and the overall impact on the community.
