Orange Councillors Fight to Overturn Event Attendance Limit

UPDATE: Three councillors from the Orange City Council are urgently seeking to overturn a controversial decision that restricts their ability to attend rate-payer-funded events outside the city. This decision was made during the council meeting on October 7, 2023, when a motion proposed by Cr Jamie Stedman passed by a narrow margin of 6 votes to 5.

The new rules limit attendance at external events, conferences, or forums to no more than half of the sitting councillors, prioritizing those who have not yet attended a ticketed event within the calendar year. Cr Stedman argued that this cap is a necessary measure for maintaining fiscal responsibility. “I think that any more than half of the sitting councillors attending an event doesn’t really achieve anything,” he stated.

However, the motion has faced significant backlash from multiple councillors, including Deputy Mayor Tammy Greenhalgh and Cr Kevin Duffy. Cr Greenhalgh criticized the limit as an “arbitrary cap” that could hinder councillors’ opportunities to learn and build essential networks. “We’re trusted adults that are capable of managing our own professional development and travel budgets,” she emphasized.

In a statement reflecting on the financial implications, Cr Duffy acknowledged that meeting with ministers and discussing ideas at events can justify attendance costs. “If a councillor doesn’t want to go away, that’s up to them but we’re elected representatives,” he said, indicating the potential loss of valuable networking opportunities.

The financial records reveal that during the 2024/25 financial year, Cr Greenhalgh expensed the most at $9,138, followed closely by Cr Duffy at $5,060. This data adds weight to the argument against restricting attendance, suggesting that the benefits of networking at these events may outweigh the costs.

Despite only two councillors voicing support for the motion during the meeting, the decision has prompted a swift response. Cr Duffy, Cr Greenhalgh, and Cr Judge have filed a notice of rescission, aiming to overturn either all or part of the new attendance limit. This critical discussion will be revisited during the council meeting scheduled for October 21, 2023.

As the situation develops, the implications for council operations and councillor engagement with the community remain significant. The debate highlights the tension between fiscal management and the need for effective representation, making this an issue to watch closely as it unfolds.
