Ukraine’s Strategy to Counter Russia’s Aggression and Preserve Sovereignty

The ongoing conflict in Ukraine, which began with Russia’s invasion of Crimea in 2014, underscores the critical political goals of the war: the dismantling of Ukraine’s independence. As the commander-in-chief of Ukraine’s armed forces since August 2021, I have witnessed firsthand the challenges in countering Russia’s strategy, which aims to erase our statehood. Understanding this goal is essential for developing an effective response to ensure our sovereignty remains intact.

The situation is increasingly dire, as demonstrated by the recent drone strikes in Kyiv on November 29, 2025. These attacks resulted in the deaths of two civilians and injuries to dozens, including a child. The reality of such violence illustrates the urgency of our struggle. Any hastily arranged peace would likely lead to a devastating defeat and further loss of independence for Ukraine.

The military landscape in Ukraine has transformed significantly since I assumed my role. The Ukrainian armed forces were in a state of transition, gaining valuable combat experience yet hampered by a lack of resources. In stark contrast, Russia consistently increased its military expenditure, bolstering its defense capabilities. The Kremlin’s investments in its military infrastructure allowed for a substantial accumulation of weaponry and supplies, while Ukraine saw reductions in its military budget year-on-year.

By early 2022, as the threat of a full-scale invasion loomed, calculations by our general staff indicated that repelling Russian aggression would require tens of billions of dollars for the restoration and replenishment of missile and ammunition stocks. Unfortunately, Ukraine was unprepared, lacking the necessary resources when Russian tanks crossed the border.

In analyzing military strategies, the Russian theorist Alexander Svechin identifies two primary types: defeat and attrition. Russia’s initial strategy involved a swift military assault, aiming to capture the Ukrainian capital rapidly. However, the resilience and bravery displayed by Ukrainian citizens disrupted these plans. Despite suffering significant losses, we succeeded in preserving our statehood and securing the opportunity to negotiate peace on our terms.

The heroism of our people has become a cornerstone of our defense strategy. The sacrifices made by our citizens, including those like Ludmilla, who was injured during a drone strike, highlight the human cost of this conflict. Each day, we are reminded that the fight for independence is not just a political struggle; it is a deeply personal battle for the lives and futures of everyone in Ukraine.

Ukrainians have demonstrated remarkable unity and determination. Our fight has drawn support from around the globe, as many nations recognize the importance of defending democratic values and sovereignty. With continued international assistance, we can bolster our defenses and work towards a resolution that respects Ukraine’s independence.

As we look ahead, it is crucial to remain vigilant and strategic in our approach. The lessons learned from the ongoing conflict will shape our military and political decisions for years to come. By understanding the full scope of Russia’s intentions, we can better prepare ourselves for the challenges that lie ahead. The path to peace is fraught with difficulty, but it is a journey we must undertake to secure a free and independent Ukraine.
